Bachelor's Graduates Apply for Jakarta Sanitation Officer Roles as Market Tightens

TEMPO.CO, Jakarta - Several administrative villages in Jakarta are currently recruiting additional Public Facility and Infrastructure Maintenance (PPSU) officers for July 2025. Among the applicants are university graduates or bachelor’s degree (S1) holders from various academic backgrounds.

PPSU officers are tasked with maintaining public cleanliness and facilities. In Jakarta, they are commonly referred to as “Orange Troops” due to their bright orange uniforms. The position has drawn interest from job seekers with diverse educational qualifications.

In the Serdang administrative village, located in Kemayoran, Central Jakarta, 127 people have applied for just one PPSU vacancy.

One of the applicants, Nabila, 27, holds a bachelor’s degree in accounting from a college near Jakarta. She explained that she applied for the job despite her academic background because of the difficulty in finding employment.

“It’s currently difficult to find a job,” Nabila said, as quoted from the official website of the Central Jakarta Administrative City Government on Wednesday, July 9, 2025.

Nabila added that the opening for a PPSU officer presents a valuable opportunity, especially since she is currently unemployed. “As long as there is an opportunity in front of me, I will take it,” she said.

In East Jakarta’s Cipayung administrative village, 326 applicants are competing for six available PPSU positions. Among them is Khoirunnisa, 21, a student majoring in communication science at a private university in Jakarta. She applied for the role after being laid off from her previous job earlier this year.

“I am interested in applying as a PPSU officer because I was laid off from my office in Jakarta at the beginning of the year,” said Khoirunnisa, after completing the PPSU officer exam at the Cipayung Village Office on Wednesday, July 9, 2025, as reported by Antara.

Before applying for the PPSU position, Khoirunnisa had submitted applications to banks, private companies, and other sectors but had not received any offers. She said she needs to work in order to finance her education. “Without income, it’s difficult for me to pay for my education,” she added.

The Jakarta Provincial Government has reported a sharp rise in interest for PPSU jobs this year. Governor Pramono Anung said public enthusiasm for the position has far exceeded the available quota.

“The quota is only 1,100, but there are indeed a lot of applicants,” Pramono said at Jakarta City Hall on Monday, May 5, 2025. As of early May, more than 7,000 people had applied to become PPSU officers.

Governor Pramono recently revised the educational requirements for PPSU applicants. Previously, candidates were required to have at least a high school diploma.

The new rule now allows those with a primary school (SD) diploma to apply. Despite this lower requirement, the position has still attracted many bachelor’s degree holders.

Based on the 2016 Jakarta Provincial Government Regulation, PPSU officers are responsible for maintaining public facilities at the village level. The number of officers per village is determined by population size, area, and the governor’s decision.

PPSU officers currently earn the 2025 Jakarta provincial minimum wage, which is approximately Rp 5,396,791 per month. They also receive benefits such as Health BPJS, Manpower BPJS, and the Eid al-Fitr Allowance (THR).

Jakarta currently has between 10,687 and 18,960 active PPSU officers, depending on the needs of each administrative village. Each village typically employs around 40 to 70 officers.
