Indonesia's Komdigi to Summon Meta, Google over Child Protection Rules

TEMPO.CO, Jakarta - Indonesian Minister of Communication and Digital, Meutya Hafid, is set to summon Meta and Google. Both digital platforms are being called in for failing to comply with Government Regulation No. 17 of 2025 concerning the Protection of Electronic System Governance in Child Protection, known as PP Tunas.

According to Meutya, the two tech giants have violated provisions in Ministerial Regulation No. 9 of 2026, which serves as the implementing regulation for PP Tunas. Both companies have failed to enforce restrictions on social media access for children under the age of 16, a mandate that became effective on Saturday, March 28, 2026.

"The government has issued a summons as part of the enforcement of administrative sanctions in accordance with applicable regulations," Meutya stated in an official release quoted by Antara on Monday, March 30, 2026.

Meutya explained that these digital platforms are categorized as high-risk entities and are obligated to restrict children's access to their services. However, to date, neither platform has fulfilled its obligation to implement these access restrictions.

The government has also issued formal warning letters to TikTok and Roblox, which are currently categorized as partially cooperative platforms. Authorities have requested that both immediately fulfill their commitments to limit access for minors.

"If these platforms [TikTok and Roblox] fail to show full compliance, the government will consider issuing summonses to both of them as well," Meutya said.

Since PP Tunas took effect on March 28, 2026, only the X and Bigo Live platforms have demonstrated full compliance with the regulation. Meutya Hafid had previously urged all digital platforms operating in Indonesia to promptly adjust their products, features, and services to align with the new legal landscape.

"I emphasize that there is no compromise when it comes to the compliance required to operate in Indonesia. There should be no compromise," Meutya stated in an official release shared by the Ministry’s Director of Partnership Communication, Marroli Jeni Indarto, on Saturday, March 28, 2026.

For platforms that have yet to show full compliance, the government asserts that they must fulfill all obligations without further delay. The administration has prepared escalation measures and maintains that it will not hesitate to take decisive administrative action to ensure Indonesia's digital space remains safe and protective for children.
