Indonesia to Extradite Russian Citizen Aleksandr Zverev Over Criminal Charges

TEMPO.CO, Jakarta - The Indonesian government has decided to extradite Russian national Aleksandr Vladimirovich Zverev to his home country.

The decision was announced by Harli Siregar, Head of the Legal Information Center at the Attorney General’s Office, as the final step in an extradition process that has been underway at the South Jakarta District Court since 2024.

“Indonesia has chosen to hand over the individual to the requesting state, the Russian Federation, for further legal proceedings,” Harli said at the South Jakarta District Attorney’s Office on Thursday, July 10, 2025.

Harli explained that the Russian government had submitted an extradition request on the grounds that Aleksandr committed a criminal offense under Russian jurisdiction. Since he is also a Russian citizen, Indonesia, according to Harli, has no interest in prosecuting him domestically.

The extradition is based on a ruling by the South Jakarta District Court, Decision Number 1 of 2024, dated November 1, 2024. The court granted the prosecutor’s request to carry out the extradition, allowing Aleksandr Zverev to be transferred to Russian authorities for prosecution.

This legal process is also backed by Presidential Decree Number 12 of 2025, which formally approves the Russian government’s request.

“So, this extradition has followed the proper legal mechanisms and procedures in our country, and every stage has been completed,” said Harli.

He also noted that Aleksandr is charged with violating multiple provisions of the Russian Criminal Code. These include offenses related to corruption, bribery, abuse of power, and unauthorized disclosure of information.

According to Harli, under the principle of dual criminality, all of these charges are also recognized as crimes under Indonesian law. They fall under provisions concerning corruption, accessory roles in criminal acts, and violations of the Information and Electronic Transactions (ITE) Law.

“Therefore, based on the principle of dual criminality, Indonesia is proceeding with the extradition of the individual concerned,” he concluded.
