TEMPO.CO, Jakarta - West Java’s Manpower and Transmigration Office has received complaints against 157 companies over alleged violations in the payment of Eid holiday allowances, or Tunjangan Hari Raya (THR), according to data collected as of Sunday, March 15, 2026.
Head of the West Java Manpower and Transmigration Office, I Gusti Agung Kim Fajar Wiyati Oka, said the complaints were filed by 194 complainants through the Labor Ministry’s THR complaint portal, poskothr.kemnaker.go.id.
The reported issues include companies failing to pay THR altogether, paying less than the amount required under regulations, and delaying payments.
Kim Agung said labor inspectors will follow up by examining each company to verify the complaints. If violations are confirmed, the companies will receive inspection notes as formal warnings for failing to comply with the rules on the religious holiday bonus.
Under the first warning, or Note 1, companies are required to pay the THR within seven days. If the payment is still not made, they will be issued Note 2, which grants an additional seven days to meet the obligation.
“If after Note 2 the THR is still not paid, a recommendation will be submitted to the regional head (governor, mayor, or regent) to impose administrative sanctions, such as fines or restrictions on business activities,” Kim Agung said, as quoted in a West Java administration press release on Tuesday, March 17, 2026.
Separately, West Java KSPSI labor union chairman Roy Jinto said his organization has not received complaints from its members regarding THR payments.
“From our SPSI members, there have been no reports of unpaid THR, but we do not know about non-members,” Roy told Tempo on Tuesday, March 17, 2026.
Roy said reports from union members indicate that THR payments have so far been made in accordance with regulations.
“The THR payments range from one month’s wages to more, depending on their employment agreements,” he said.
The West Java Manpower and Transmigration Office opened its THR complaint post on March 14, 2026, and it will remain open until March 27, 2026.
