TEMPO.CO, Jakarta - The Jakarta Provincial Government has started implementing the Work From Anywhere (WFA) system for civil servants (ASN) after the Eid al-Fitr holiday starting this week. This policy allows DKI Jakarta provincial civil servants to work more flexibly, either from the office or from other locations without disrupting the priority of public services.
According to a statement from the DKI Jakarta Provincial Government, this policy is a follow-up to Circular Letter Number 2 of 2026 from the Minister of Administrative and Bureaucratic Reform (PANRB) concerning the Adjustment of Official Duties for Civil Servants in Government Agencies During National Holidays and Joint Leave for the Hindu Day of Silence or Nyepi (Bali's New Year, 1948 Saka) and the Eid al-Fitr of 1447 Hijri.
Based on this policy, the heads of regional government agencies or secretariat bureaus are given the authority to arrange the work system for employees through the Work From Office (WFO) and WFA schemes.
"The adjustment applies to two days before the Day of Silence, namely March 16 and 17, 2026, and three days after the Eid holiday, March 25 to 27, 2026," according to a press release from the DKI Jakarta Provincial Government on March 23, 2026.
However, the implementation of WFA cannot be done in full. The government limits the maximum number of employees working from outside the office to 50 percent in one work unit. Permits are also issued selectively, taking into account the organization's needs and the employees' conditions.
In the Circular Letter from the Governor of DKI Jakarta, Pramono Anung regulates that employees working from outside the office are still required to maintain work discipline, including online attendance twice a day.
"Employees performing duties from outside the office are still required to log their attendance online using the government's official application twice a day, namely in the morning from 06:00-08:00 WIB and in the evening from 16:00-18:00 WIB," the circular letter stated.
The circular letter also regulates working hours. For the period of March 16-17, the accumulation of working hours is set at 7.5 hours per day. Meanwhile, from March 25-27, working hours become 8.5 hours per day.
For employees receiving additional income based on workloads (TPP), the achievement of working hours remains the basis for performance calculation. Direct superiors are required to verify the attendance of employees through the available attendance system.
The DKI Jakarta government emphasizes that this work flexibility must not disrupt the quality of public services. All regional government agencies are required to ensure that services to the public continue to run optimally while also maintaining effective and efficient performance targets.
However, the WFA policy does not apply to work units that provide direct services to the public that cannot be done digitally, including public services operating 24 hours a day.
