Why Indonesian Govt Wants to Raise 2027 Hajj Cost to Rp107mn

TEMPO.CO, Jakarta - Indonesian Minister of Hajj and Umrah Mochamad Irfan Yusuf announced that the government has proposed an average Hajj Pilgrimage Cost (BPIH) of Rp107,340,172.02 per pilgrim for 2027.

"The government has proposed an average BPIH of Rp107,340,172.02 per pilgrim, with Bipih accounting for Rp42,936,068.81, or 40 percent, and investment yields accounting for Rp64,404,103.21, or 60 percent," the minister said during a working meeting with House Commission VIII at the Parliament Complex in Jakarta on Wednesday.

The total BPIH comprises direct payments by pilgrims (Bipih) and yield funds managed by the Hajj Financial Management Agency (BPKH) from the prior season. Under the proposal, pilgrims in 2027 would pay a deposit of Rp42,936,068.81, while BPKH would cover the remaining Rp64,404,103.21 from investment returns.

For comparison, the 2026 BPIH was set at Rp87,409,365 per pilgrim, with 62 percent paid directly by pilgrims and 38 percent covered by BPKH.

The minister added that the proposed rates were calculated to enhance service quality for pilgrims while adhering to principles of efficiency and cost-effectiveness.

He noted that in drafting the 2027 Hajj cost scheme, the government assumed exchange rates of Rp17,500 per US dollar and Rp4,666.67 per Saudi riyal.

Among the various expense components, the government proposed keeping the living allowance for Indonesian pilgrims at 750 Saudi riyals, matching last year's level. Meanwhile, airfare was among the primary items requiring adjustment. Specifically, the government proposed raising air travel costs from Rp32,012,885 to Rp40,529,919.

Irfan stated that the increase stems from rising aviation fuel prices and a weakening rupiah against the US dollar. He added that geopolitical dynamics in the Middle East have also impacted global oil prices and air transportation costs.

Furthermore, the minister expressed hope that deliberations with the House of Representatives (DPR) on the proposal can proceed in line with the official Hajj schedule established by the Saudi Arabian government.
