TEMPO.CO, Jakarta - YouTube will revise its user guidelines to ensure that the uploaded and monetized content is original. With the new policy, the streaming and video-sharing service aims to limit the commercialization of repeatedly and massively produced content, as it contradicts the purpose of the YouTube Partner Program (YPP).
"This update better reflects what “inauthentic” content looks like today," as stated by Google, uploaded on the YouTube help page on Tuesday, July 8, 2025.
Google, as the owner of YouTube, will update the user guidelines on the upcoming July 15. The monetization system is tightened as the content is increasingly produced by reposters or reuploaders, rather than creators.
However, quoting a review by Techcrunch, YouTube creators are concerned that this update may limit their creativity, as some favor reaction videos and those featuring clips.
YouTube's Editorial Head and Creator Liaison, Rene Ritchie, stated that this new scheme is only a minor update to the YPP policy. According to him, repetitive or duplicated content has not been eligible for monetization for years. Audiences often consider it as spam, said Ritchie.
The issue, according to the YouTube management, is that repetitive uploads are now easily created, especially with the development of generative AI. Low-quality content, such as overlaid photos or videos with AI-generated voices as commentators, continues to emerge. Repetitive content is also feared to contain hoaxes.
