Cipali Toll Road Imposes One-Way Traffic as Eid Travel Surges

TEMPO.CO, Jakarta – Indonesian authorities imposed a one-way traffic system on part of the Cikopo–Palimanan (Cipali) toll road, a major expressway linking Jakarta with West and Central Java, as traffic surged ahead of the Eid al-Fitr holiday on Tuesday, March 17, 2026.

The measure was introduced as millions of Indonesians began their annual mudik, the mass homecoming exodus before Eid that typically causes heavy congestion on major highways across the country.

Toll road operator Astra Tol Cipali said traffic volumes on the route had risen sharply but remained smooth and orderly.

From midnight to 07:00 PM Western Indonesia Time (WIB), around 56,000 vehicles passed through the Cikopo Toll Gate, traveling east from Jakarta toward Cirebon. The figure marked a significant increase compared with the same period on Monday.

“Overall traffic volume on the Cipali toll road has increased by around 18 percent compared with the same period the previous day, with approximately 71,000 vehicles recorded,” Ardam Rafif Trisilo, head of sustainability management and corporate communications at Astra Tol Cipali, said on Tuesday.

The one-way system was implemented at 03:21 PM WIB along the Cipali toll road from Kilometer 72 to Kilometer 188. The traffic arrangement forms part of the first phase of a broader one-way policy stretching from KM 70 on the Jakarta–Cikampek toll road to KM 263 on the Pejagan–Pemalang section of the Trans-Java network.

Ahead of the measure, authorities began preparations at 01:00 PM WIB, including clearing lanes in the direction of Jakarta and sterilizing rest areas along the route. Astra Tol Cipali said the traffic engineering was carried out under the direct instruction and discretion of police officers on the ground.

Ardam said rest areas along the Cipali toll road were crowded with holiday travelers, though parking spaces were still available. He urged motorists to limit rest stops to no more than 30 minutes so other travelers could also use the facilities.

He added that drivers could also exit the toll road at the nearest gate to rest outside the highway and re-enter without additional charges. The Trans-Java toll road network uses a closed toll system, meaning fees are calculated based on the total distance traveled rather than the number of exits and entries.

“We urge holiday travelers not to stop on the road shoulder except in emergency situations,” Ardam said.

“This is important to keep traffic moving and ensure the safety of all road users.”
