Tens of Thousands of Online Motorcycle Taxi Drivers to Go On Protest This Afternoon. What Are The Demands?

TEMPO.CO, Jakarta - Tens of thousands of online motorcycle taxi drivers will go on protesting this afternoon in the area of the Horse Statue, Central Jakarta, Indonesia. The General Chairman of the Garda Indonesia, Igun Wicaksono, said the action will start at 13:00 local time and will be followed by around 50,000 online motorcycle taxi drivers across Jabodetabek (Greater Jakarta area). "We estimate that about 50,000 drivers will be involved," said Igun when contacted on Monday, July 21, 2025.

This action brings five demands regarding the online transportation system, which is considered to be detrimental to online motorcycle taxi drivers. The demands, according to Igun, are addressed to the Ministry of Transportation and President Prabowo Subianto. 'We assess that the Ministry of Transportation is not pro towards online motorcycle taxi drivers, but more pro towards the interests of application entrepreneurs,' he said.

Igun stated that the first demand is to urge the House of Representatives (DPR) to immediately enact the Law on Online Transportation. Considering the length of the legislative process, he said, the president could issue a Government Regulation in Lieu of Law (Perppu) first.

Igun mentioned that regulations regarding online transportation have only been regulated in ministerial regulations. He believes that online transportation must be regulated through a law so that violations by application entrepreneurs can be sanctioned.

"The current regulations cannot legally bind if the application operators violate, both in civil and criminal matters," said Igun.

The second demand is to reduce the application's cut on passenger services from 20 percent to 10 percent. Igun said that a large cut like that is detrimental to the drivers. Furthermore, he said, the application does not explain the instruments and reasons for increasing the cut.

The third demand is to urge the Ministry of Communication and Digital to issue rules on delivery rates for food and goods. Because, said Igun, the absence of rules allows the application to freely apply various delivery rates accompanied by various promos. "So the application plays cheaply, so these drivers only get starting from Rp 2,500, some of them also get 5,000," he said.

The fourth demand is a pressure for the government to audit the online transportation application operators in Indonesia. The last demand is to eliminate the membership program applied by the application operator and reinstate all drivers as regular drivers.

"Because to become a member, drivers have to pay so that the application algorithm makes it easier to get orders," said Igun. In addition, he continued, there are several promo rate programs provided, but they do not comply with applicable provisions.

"The provision of transport rates and membership programs is not regulated by the government. We want all of that to be eliminated."
