
TEMPO.CO, Jakarta - The Chief Executive Officer of BPI Danantara, Rosan Roeslani, estimated that the investment for a waste-to-energy (PSEL) project with a daily capacity of 8,000 tons will reach approximately Rp17.4 trillion, assuming an exchange rate of Rp17,400 per US dollar.
"If its [capacity reaches] 8,000 [tons], the investment is approximately US$1 billion," Rosan said at the Coordinating Ministry for Maritime Affairs and Investment office in Jakarta on Monday, May 4, 2026.
The Jakarta provincial government has signed a memorandum of understanding with Danantara for the PSEL initiative, agreeing to develop waste-to-energy infrastructure in two locations.
The designated project sites are Bantargebang in Bekasi and Tanjung Kamal Muara in North Jakarta, where Rosan expects 8,000 tons of waste to be processed into electricity daily.
However, he expressed hope that the infrastructure's capacity could eventually exceed 8,000 tons to accommodate even larger volumes of waste. "The outcome might yield lower efficiency, but it would allow both old and new waste to be collected and processed directly without the need for prior separation," Rosan explained.
He confirmed that construction of the PSEL facilities is currently underway, with the government presently evaluating priority sites for the build-out.
Jakarta to Be Waste-Free Within Two Years
Through this waste-processing initiative, Coordinating Minister for Maritime Affairs and Investment Zulkifli Hasan aims to make Jakarta waste-free within two years. "[The goal is to ensure] that the waste no longer accumulates, emits odors, or floods the streets," he said.
Zulkifli noted that Jakarta’s daily waste accumulation can reach 8,000 tons, while the majority of waste management still relies on open dumping, such as at the Bantargebang Final Disposal Site (TPST) in Bekasi, West Java.
However, several open dump sites, including Bantargebang, have already surpassed their intended capacity. He estimated that the volume of the waste pile at Bantargebang is now equivalent to the height of a 17-story building.
