KPK Questions Preacher Khalid Basalamah in Hajj Quota Corruption Probe

TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) questioned a renowned preacher, Khalid Basalamah, as part of its investigation into alleged corruption in the 2025 hajj quota. KPK spokesperson Budi Prasetyo explained that the examination aimed at gathering information about the preacher's knowledge concerning the management of the hajj pilgrimage.

"Indeed, the individual was questioned, asked for a statement regarding the hajj case, and was cooperative," Budi said when met at the KPK Red and White Building on Monday, June 23, 2025.

Budi stated that the preacher's testimony has been very helpful to investigators in uncovering this case. He also urged other relevant parties to cooperate and comply with KPK's summonses for examination in the ongoing investigation into the alleged hajj quota corruption. "So that the handling of this hajj-related case can be effective and resolved expediently," he added.

Tempo discovered that Khalid is the founder of Uhud Tour, a hajj and umrah travel agency.

Budi confirmed that the alleged 2024 hajj quota trading case is still under investigation. He stated that the KPK will seek testimony from all parties believed to have knowledge of the case's structure.

"In due time, we will surely provide an update on the structure of this case," he said when met at the KPK Red and White Building on Friday, June 20, 2025.

Budi noted that the KPK has already requested clarifications from several parties to gather additional information and testimonies needed for data collection in handling this case. However, he could not elaborate further on the KPK's temporary findings as the investigation is still ongoing.

Previously, allegations of irregularities in the 2024 hajj quota originated from findings by the Hajj Inquiry Special Committee. This committee was formed after the Supervisory Team (or Hajj Supervisory Team) of the DPR (People's Consultative Assembly) identified several critical issues in the organization of the hajj under the Ministry of Religious Affairs' authority.

Responding to these findings, the DPR agreed to form the Hajj Special Committee to evaluate the implementation of the hajj in 1445 Hijri. This committee was officially established through a plenary meeting on Thursday, July 4, 2024.

The DPR Hajj Special Committee believed that the Ministry of Religious Affairs violated regulations in distributing the 2024 hajj pilgrim quota. Wisnu Wijaya, a member of the DPR Hajj Special Committee, stated that the violation occurred when the Ministry of Religious Affairs detailed the hajj pilgrim quota into 221,000 regular hajj quotas and 20,000 additional hajj quotas.

He explained that from the additional quota, the Ministry of Religious Affairs allocated 10,000 slots for regular hajj and 10,000 for special hajj. However, based on the results of the Working Committee for the Hajj Cost Decision (BPIH), the hajj pilgrim quota for 2024 had been set at 241,000, as stipulated in Presidential Decree Number 6 of 2024.

"The breakdown was 221,720 regular pilgrims and 19,280 special hajj pilgrims," Wisnu said on Saturday, September 14, 2024.
