Tax DG: E-Commerce Tax Collection Will Curb Shadow Economy

The Directorate General of Taxation (DJP) under the Ministry of Finance explained the rationale behind appointing e-commerce platforms as tax collectors. Rosmauli, the DJP’s Director of Public Relations, Counseling, and Services, stated that this policy aims to simplify tax collection and enhance monitoring.

"This regulation is also aimed at strengthening oversight of digital economic activities and closing gaps in the shadow economy," she said.

According to her, shadow or underground economy can arise when traders fail to fulfill their tax obligations due to a lack of understanding or reluctance to navigate complex administrative processes.

By involving marketplaces as tax collectors, the policy seeks to streamline the collection of Income Tax (PPh) Article 22, encouraging proportional compliance. Rosmauli added that this approach would ensure tax contributions align with the scale of a business’s operations.

The government is still finalizing the regulation. If implemented, the policy will shift some responsibility for collecting PPh from online sellers to marketplace platforms. Currently, online traders remit PPh Article 22 independently. Under the new policy, marketplaces will collect the tax on behalf of the government.

Rosmauli explained that this mechanism is designed to simplify administrative processes, boost compliance, and ensure equitable tax treatment among businesses without introducing new taxes or increasing burdens.

The government is finalizing the regulation that designates marketplaces as PPh Article 22 collectors. Once officially enacted, the DJP will openly, comprehensively, and transparently communicate the details to the public.
