
TEMPO.CO, Jakarta - General Chairperson of the Golkar Party, Bahlil Lahadalia, stated his disagreement with the proposal for a temporary moratorium of Nusantara Capital City (IKN) in East Kalimantan. According to him, the project initiated during the second term of President Joko Widodo's administration must continue.
He mentioned that the development of IKN already has planning and construction stages. "Only the planned stages are being implemented," Bahlil said when met at the Sultan Hotel in Jakarta, on Wednesday, July 23, 2025.
Bahlil stated that the process of building the new capital in Penajam Paser Utara will take a considerable amount of time. The construction of IKN is also considered unable to be expedited, especially by bypassing its stages and planning.
Nevertheless, Bahlil stated that there has never been a plan by the government to impose a moratorium on the development of IKN. "As far as I know, there is no moratorium," said the Minister of Energy and Mineral Resources.
The NasDem Party proposed a moratorium on IKN. The party's vice chairman, Saan Mustopa, stated that the construction moratorium could be implemented if the government is unable to designate IKN as the national capital by issuing a presidential decree (keppres). "The moratorium is to consider fiscal capabilities and national priorities," he said on Friday, July 18, 2025.
The Head of the IKN Authority, Basuki Hadimuljono, stated that the development of the IKN project will continue. The budget prepared for the implementation of the second stage of construction amounts to Rp48.8 trillion. This stage is targeted to be completed by 2028.
Basuki mentioned being instructed by President Prabowo to focus on the development of the legislative and judicial areas. The supporting infrastructure in IKN is also requested to be prioritized for construction.
For the 2026 fiscal year, the indicative ceiling of the IKN Authority was set at Rp5.5 trillion. However, Basuki proposed an additional fund of Rp16.13 trillion from the State Revenue and Expenditure Budget (APBN). The funds will be used to build offices and residential areas for the legislative and judicial institutions, including other supporting facilities in the second stage of the IKN project.
"At the end of July, there will be a tender for new projects," Basuki said at the House of Representatives on Tuesday, July 8, 2025.
