
TEMPO.CO, Jakarta - The Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), said the government is currently preparing a blueprint for the construction of a giant sea wall along the northern coast of Java, stretching from Banten to East Java.
"This is not a mere one-two year project," AHY said on Tuesday, June 17, as quoted from a live broadcast on his Instagram account, @agusyudhoyono. "This project could take 10 to 20 years if we are serious about protecting the northern coast of Java."
Although the project aims to be expedited, AHY emphasized the importance of careful planning to prevent inefficiency and future design chaos. "The blueprint must be very precise," he said.
AHY mentioned that this project will use an integrative approach, heeding the conditions of each region. In some areas, natural approaches such as mangroves are still possible. But areas suffering from severe damage require thick and tall concrete walls. Priority in the construction will be given to the most vulnerable areas.
President Prabowo Subianto previously declared that the project can no longer be postponed. Although it has been included in the National Development Planning Agency's plan since 1995, the project has not yet commenced.
Prabowo mentioned that the project, spanning 500 kilometers from Banten to Gresik, will require approximately US$80 billion in funding.
The government will begin with the Jakarta-Semarang corridor. Prabowo said the government is open to investments, but the construction won't wait. "We will use our own strength," Prabowo said at the International Conference on Infrastructure (ICI) 2025 in JCC Senayan on Thursday, June 12, 2025.
The acceleration of the giant sea wall construction plan has been criticized by the People's Coalition for Fisheries Justice (Kiara). Kiara's Secretary General, Susan Herawati, deemed this project a false solution. "The sea wall does not address the roots of the problem, namely massive land conversion," she said on Friday, June 13, 2025.
Susan believes that the primary solution is not to build large infrastructure, but to rearrange space and stop land conversion. She highlighted the entry of industries into the Pantura region, especially in Central Java. "There should be no more land clearance. These cities cannot bear the ecological sins caused by investments," she stated.
