World Bank Grants Yemen $30 Million to Support Education and Digital Payments

TEMPO.CO, Jakarta - The Executive Board of the World Bank has approved a new US$30 million grant for Yemen to strengthen digital financial infrastructure and ensure access to basic education for children in the country's most marginalized areas.

Prior to this, the World Bank also granted Indonesia US$2.128 billion to create jobs, stimulate economic growth, and enhance access to clean energy throughout the country.

In Yemen, the World Bank aims to support two new programs that seek to expand access to essential services and strengthen the country's institutional resilience. The first grant of US$20 million will fund the Yemen Financial Market Infrastructure and Inclusion Project, implemented by the UNDP (UN Development Program). The second grant of US$10 million will support the Sustaining Education and Learning Project, managed by UNICEF.

According to a release published by the World Bank on June 17, 2025, after more than a decade of conflict, Yemen remains one of the most fragile and poorest countries worldwide. The protracted crisis has disrupted public services, fractured government institutions, and eroded the quality of human resources.

Currently, over 60 percent of Yemeni households experience food shortages, while access to quality education and formal financial services remains very limited, especially for women and rural communities. The World Bank's support for Yemen focuses on providing essential services while laying the groundwork for medium-term recovery.

"These new operations reflect our continued commitment to supporting the people of Yemen in meeting their most urgent needs," said Dina Abu-Ghaida, World Bank Country Manager for Yemen. "By investing in core -infrastructure that enable children to stay in school and families to access financial services, we aim to preserve human capital and support more inclusive, resilient service delivery."

The Yemen Financial Market Infrastructure and Inclusion program will support the development of digital payment systems, including the Fast Payment System and the Real Time Gross Settlement under the authority of the Central Bank in Aden. This project will also promote connectivity between financial institutions, enhance compliance with anti-money laundering regulations, and expand digital financial service points in underserved areas.

Moreover, this project will facilitate the digitization of cash transfers, government payments, and remittances—all of which are vital sources of income for vulnerable households.

Meanwhile, the Sustaining Education and Learning Project will help ensure schools remain open and operational in targeted vulnerable districts. The grant funds will be used for school facility rehabilitation, construction of classrooms and facilities for clean water, sanitation, and hygiene (WASH), and operational grants to schools managed by local communities.

This program will also strengthen the education data system and build local capacity in education planning and monitoring services. This project builds on previous program experiences, with a special focus on improving access to education for girls in remote areas.

Both projects are part of the broader World Bank strategy to ensure the sustainability of basic services, protect the quality of human resources, and strengthen institutions amid the ongoing crisis. Through investments in education and digital financial systems, the World Bank and its partners aim to create more opportunities, promote inclusion, and help communities recover and become stable.
