Indonesia Urges Roblox to Strengthen Child Safety Measures

TEMPO.CO, Jakarta - Indonesian Minister of Communication and Digital Affairs, Meutya Hafid, emphasized the obligation to comply with regulations regarding child protection in the digital space during a meeting with Roblox Co-Founder and CEO David Baszucki in Silicon Valley, United States, on Tuesday, September 22, 2026.

Meutya urged that Government Regulation Number 17 of 2025 concerning the Governance of Electronic System Operations for Child Protection (PP TUNAS) not merely be understood, but translated into concrete measures within the online gaming platform.

"We understand that many Indonesian children enjoy Roblox. Therefore, we sincerely hope that Roblox also cares for our children, particularly by ensuring their safety," Meutya said in a statement received in Jakarta on Tuesday.

Discussing Roblox's compliance with PP TUNAS, the Minister acknowledged the initial initiatives Roblox has undertaken—especially for child users—such as implementing facial age estimation, restricting communication features, and launching "Roblox Kids" and "Roblox Select."

However, Meutya emphasized that age verification and protections for users under the age of 16 must be further tightened on the platform.

She also highlighted the urgency of adopting "safety-by-design" principles, where safety is built in from the initial feature design stage rather than serving merely as a reactive measure following a violation.

Consequently, the Indonesian government has asked Roblox to strengthen restrictions on interactions between children and strangers and to prevent communications from shifting to platforms outside of Roblox.

In response, Roblox CEO David Baszucki acknowledged the company's significant responsibility toward young users and expressed readiness to comply with Indonesian regulations.

"We continue to strive to adjust our products to align with Indonesian regulations," Baszucki said.

He added that the safety feature adjustments requested by Indonesia could potentially be integrated into Roblox's global product development. In addition to strengthening the platform's security systems, the Minister of Communication and Digital Affairs also urged Roblox to bolster its physical presence in Indonesia by opening an office in Jakarta or stationing a senior representative there.

This step is considered crucial for expediting coordination between the platform and the government. In response, Roblox stated that it is currently evaluating the placement of a senior executive in Jakarta. Concluding the meeting, the Indonesian government also requested a commitment to ensure that the implementation of the Government Regulation on Child Protection in Digital Systems (PP TUNAS) is reported regularly and transparently.

“Global platforms may operate anywhere. However, when they are present and serving the Indonesian public, they must comply with Indonesian standards and regulations. Indonesian rules apply to all platforms operating in the country, without exception,” Meutya emphasized.
