Indonesian Govt Says U.S. Personal Data Transfer Deal Pending 'Technical Discussions'

TEMPO.CO, Jakarta - Spokesperson for the Coordinating Ministry for Economic Affairs, Haryo Limanseto, said the tariff deal with Trump's government—which includes the transfer of indonesian citizens' personal data—is still in the technical discussion stage. According to him, the key terms announced by the White House are general descriptors of the agreements.

"There are still technical negotiations," Haryo told Tempo on Wednesday, July 23, 2025, adding that overall, agreements have been reached between Indonesia and the United States.

However, there is a possibility of further discussions that will be conducted in phases. "There will definitely be an announcement from us later," he said.

In a joint statement released by the White House on Tuesday, July 22, 2025, local time, 12 key terms were listed, with one mentioning how Indonesia is committed to removing barriers that affect digital trade, services, and investment, as well as providing certainty about the ability to transfer personal data to the United States.

Cybersecurity and digital forensics expert from Vaksincom, Alfons Tanujaya, urged the public not to hastily interpret the deal, especially regarding the transfer of personal data. 

"Let's just wait for the details and not comment too far before knowing," said Alfons to Tempo on Wednesday, July 23, 2025.

The transfer of personal data could pose negative or positive impacts, with the possibility of using cloud services for banking data. Until now, providers such as AWS, Google, and Microsoft have been required to build data centers in Indonesia, but the recent deal could allow them to store data in the U.S. instead.

"With the permission to store data or backups in the United States, the costs will certainly be lower than in Indonesia," he said.

Nevertheless, Alfons warned of the risk of reduced government control over the personal data of citizens. He gave an example of the possibility of the return of American applications that were previously restricted. "Applications such as world.id could return to managing the personal data of Indonesians, as long as the data is stored in the United States," he said.
