TEMPO.CO, Jakarta - In Tumpeng village, Lumajang Regency, East Java, construction of the Red-and-White village cooperative building has stalled. No construction workers were visible at the site on Thursday afternoon, May 7, 2026. A cement mixer and piles of building materials sat abandoned in front of unfinished white concrete walls.
Subandi, one of the neighborhood association heads in Tumpeng village, said work on the cooperative project had stopped because building materials had not arrived. "The deliveries were delayed," he said.
The Red-and-White cooperative in Tumpeng stands on the outskirts of the village. The building rises amid dense sugarcane fields, about 1 kilometer from the Tumpeng Village Hall. Residents must travel along quiet, potholed roads to reach the future cooperative outlet.
Subandi said the decision to build the cooperative outlet in the middle of the sugarcane plantation was made through deliberations with villagers. The village administration had initially planned to construct the cooperative in the village square, right at the center of the community. But residents feared the presence of a Red-and-White cooperative would drain customers from locally owned grocery stalls. "The residents of Tumpeng did not agree to having the cooperative in the center of the village," Subandi said.
