TEMPO.CO, Jakarta - Posts on Facebook and TikTok [archive] claim that the one-stop export policy is effective against international oligarchs stealing Indonesia's natural resources. This narrative circulated after Indonesian President Prabowo Subianto announced the one-stop export policy on Pancasila Day, June 1, 2026.
The content accused Indonesia of exporting commodities through Singapore and an "oligarch mafia." The new policy is believed to reduce the income of this group.
Is the one-stop export policy really effective against international oligarchs?
FACT CHECK
Tempo investigated the facts through reports and other credible sources. The results showed that the one-stop export policy is not aimed at fighting specific countries accused of being oligarch mafias.
Anthony Budiawan, an economic and investment observer from Political Economy and Policy Studies (PEPS), explained that the majority of Indonesian commodity exports are shipped directly to their destination countries. Consequently, the appointment of PT Danantara Sumberdaya Indonesia (DSI) as the sole exporter is not intended to stem foreign domination.
"Many mining exports are now made directly to importing countries like China, no longer via Singapore," Anthony said when contacted by Tempo on Monday, June 15, 2026.
Anthony believes this policy actually creates uncertainty for business actors and has the potential to violate corporate law, such as freedom of transactions. He believes that institutionally, the government or state cannot manipulate export goods. Such unscrupulous practices are generally carried out by private corporations or individuals. "Don't break the law in the name of the law," he said.
Trimegah Sekuritas Indonesia economist Fakhrul Fulvian explained that there are two types of manipulation in export governance: misinvoicing and under-invoicing. Under-invoicing is the practice of manipulating trade documents, where the value of exported or imported goods is reported lower than the actual transaction price.
Misinvoicing is the manipulation of the value, volume, or quality of goods in export-import documents or invoices.
"Both practices have the potential to reduce state revenue from strategic sectors," Fakhrul said on Sunday, May 24, 2026, as quoted by Antara.
Singapore's Response
Singapore's Minister of Trade and Industry Gan Kim Yong expressed his respect for Indonesia's export governance policies. He hoped that trade flows between the two countries would continue to run smoothly.
As reported by CNN, Gan emphasized that Singapore is communicating with business players to ensure Indonesia remains their primary investment destination.
"We will continue to work with Singaporean business players to find ways to collaborate with Indonesia, ensuring that exports to Indonesia and access to Indonesian exports continue to flow freely," Gan said at a press conference following the Indonesia-Singapore Six Bilateral Economic Working Groups (6WG) meeting in Jakarta on Monday, June 9, 2026.
CONCLUSION
Tempo concludes that the narrative that a one-stop-shop export policy is effective against international oligarchs is misleading.
